Former Senator Mo Cowan On His Front Seat To Congressional Dysfunction

Americans are still taking stock of the paralysis in Washington that led to a partial government shutdown and the brink of default.

One person who had a front row seat to the dysfunction was former interim senator Mo Cowan, appointed last January by Gov. Deval Patrick to temporarily fill the seat vacated by John Kerry.
